Internationalization problem about tomcat4.0

First I compile one jsp in jbuilder6(tomcat4.0),
everything is OK.
Second I change some words from English to Chinese,the compiler say:"xxx.jsp": Invocation Error.
Third I change the web server from tomcat4.0 to
tomcat3.2,everthing is also OK.
Please Tell me why & how.

Another question:
If I take the String from HttpServletRequest's
parameter,must I do the things below:
String content = request.getParameter
("request");
content = new String(content.getBytes
("ISO8859_1"),"GBK");
//do other...
If I omit the second line,Some words like
Chinese would be viewed like "???";
Is there a easy way to code?
