How to Access Local Machines Directory ?

Hi,
Our Application is an online/offline 3-tier arch.
Offline screens are applets stored in local machine (they need to acess local Access Database, while offline).
Online screens follow typical 3-tier arch hosted on webserver.
We have a requirement, that we need to access these offline screens(applets, which reside in local machine) also during online mode.
Can any body please suggest us how to access these local machine folders during online mode ?

If you are not stuck with using only applets on the "local machine", the simplest thing would be to write a Java application and talk to it directly with HttpURLConnection.
