Servlet as Webservice Client doesn't work

Hi, i wrote a Servlet, using Borland Jbuilder 7 Enterprise, which consists 2 texfields. That Works.
Now i want to Fill the 2nd textfield with the Input of the 1st field. I have a Response Webservice, which returns the input. But when i create an location object of my webservice in my servlet with these:
TransactionManagerServiceLocator loc = new TransactionManagerServiceLocator();
My Tomcat shows me a 503 Error servlet1 is currently unavailable
Has anybody a solution for this problem.
