A block-listed consulting company means, A consulting company which doesn't take care of their employes, not paying any benefits, even not providing any benefits, no insurences, no jobs, but in INS point-of-view, it is a consulting company providing consulting services.

i think the term you are looking for is Black-Listed meaning to stay away from... however, i do not have the list.
