is it possible to declare a constant variable in web.xml so i can use it again and again.

You can set variables in the appliation context by doing the following:
<context-param> <param-name>FLOOR_MILEAGE</param-name> <param-value>10</param-value> </context-param>
and in your application you can do the following:
FLOOR_MILEAGE = Integer.parseInt(context.getInitParameter("FLOOR_MILEAGE"));
