What is your preferred order of practice when developing a a new Web application? Do you like to develop page flow logic or business logic first?

I like to do the page flow first, but its just a personal preference.

I would go ahead with the page flow logic.... that would bring out some of the business logic that might othervise has to be revisited is business layer is taken up first....
