What *.jar has this class?

I am trying to compile a Java Servlet using the following function:
needless to say it fails to compile beacuse I am not including the correct *.jar in my classpath.
The problem is that I cannot find the correct *.jar file. In fact after several hours of searching I cannot locate the function in any of the *.jar files I have looked in.
So the simple question is "Where is it?"

I'm not 100% sure, but it should be Axis.
