Help in tomcat installation!!!

I have my jdk at c:\jdk1.3 and tomcat at c:\jakarta-tomcat-5.0.19
When I run startup in c:\jakarta-tomcat-5.0.19\bin from the windows98 environment it says �the JAVA_HOME environment variable not defined.this environment variable is required to run the program�
I opened startup.bat from MS-DOS and added to the top, �set JAVA_HOME= c:\jdk1.3�
I again run startup from windows.i get the message that �out of environment space� several times and also in the end �bad command or file name�
Please help me install tomcat.

I increased the properties->memory->initial environment of the startup.bat file to it runs but when I open IE and search for http:\\localhost:8080 it shows �cannot find server�.what should I do ?
Also, I do not know where to find servlet.jar in order to give its address to the classpath for java environment.there is no folder named lib in jakarta-tomcat-5.0.19 folder.please help

I do not know but setting JAVA_HOME in the strtup script might help. Though I do not see any reason if its set nywhere else.
But when u do a startup do u get any errors or it starts properly..
