access webapp from another webapp

I have an application that dynamically creates different user accounts. Each user's jsp files must reference some template jsp files. For example, the file /hans/aboutme.jsp would include a template like this:
<jsp:include page="/templates/aboutme.jsp" />
The only way I know how to do this is to create a new directory for each user, because if I make a .war for each user and place in webapps, then I get a because the templates is in the root directory, not in the particular user's webapp directory.
Is there any solutions other than creating new directories for each user.
Thanks, Hans
