access webapp from another webapp

I have an application that dynamically creates different user accounts. Each user's jsp files must reference some template jsp files. For example, the file /hans/aboutme.jsp would include a template like this:
<jsp:include page="/templates/aboutme.jsp" />
The only way I know how to do this is to create a new directory for each user, because if I make a .war for each user and place in webapps, then I get a java.io.FileNotFoundException because the templates is in the root directory, not in the particular user's webapp directory.
Is there any solutions other than creating new directories for each user.
Thanks, Hans live216@yahoo.com
