setting dtds path in deployment

Here i have problem in accessing dtds.
I am able to include the dtds in the .jar file using Ant script.
I have to run the application by invoking a servlet.
Apart from that i am forced to put all my dtds in the mydomain directory to run my application.Otherwise its giving the error as :
WARNING: D:\bea\user_projects\domains\mydomain\PartnerResponse.dtd (The system cannot find the file specified)

Can anyone please give the solution how to make my application to access the dtds in the .jar file itself and not from Current Directory.
