encodeRedirectURL issue

Hello

I work with IBM WSAD 5.
I have a J2EE 1.2 environment (websphere4) and my application use this code:

final String redirectURLString = response.encodeRedirectURL(getRedirectURL());

response.sendRedirect(redirectURLString);

where getRedirectURL() returns something like "/access?command=mycommand"

the response.encodeURL(/access?command=mycommand) returns
"http://localhost:8080/access?command=mycommand"

But I am preparing a migration from websphere 4 to websphere 5(j2ee 1.3)

and with a J2EE1.3 environment, response.encodeRedirectURL returns
"/access?command=mycommand"

and then I have the error :
PLGN0021E:Servlet Request Processor Exception: Virtual Host/WebGroup Not Found: /The web group /access has not been defined.

Why the return string is different? do you have any solution?
