where should i place property file(file.properties)to read my bean classes.

Ideal places is WEB-INF\classes

I assume you want to read the property file's value from your bean.
If it is a web-app,then it should be inside WEB-INF/lib or WEB-INF/classes folder.

fine,we place properties file in web-inf/classes folder, if i changed any property in properties file, again we have to deploy the application,this is not the case in our requirement..is there any location that if i change any property, that should effect in application without deploying again...

Ideally you shouldnt be changing the properties at run-time
Having said that, if you wish to monitor the change in properties and reload your Property object that represents your properties file, you should write code that does it (**hint** a thread that polls the lastUpdatedTime() of the file and a event handler mechanism).
