invalid LOC header

I zip using //* JarOutputStream jar = new JarOutputStream();
JarFile flJar = new JarFile(strJarFileName);
Enumeration enuJarEntries = flJar.entries(); *//

the application(contains folder or files and one vxml file or tas application file and one property file)
HTTP ERROR: 500 jzentry == 0, jzfile = 202128800, total = 3, name = \samplInc\sample\Server\ver\import_oar\sample_1_0.oar, i = 1, message = invalid LOC header (bad signature)

How I solve this error?

I remember having gotten that kind of error message before when I rebuilt and redeployed .war file without restarting the server. But, after I restarted the server, the error was gone.
