Sure. You could build an entire web application without servlets and JSP if you wanted to. It would be an absurd waste of time to implement everything that existing containers and the servlet spec do for us now, but it could be done.
In that sense, Servlets are a framework. They take care of most of the low level drudgery and let us focus on our app.
Some frameworks try to abstract web programming even further. Most of them (in my opinion) go to far and create as many obstacles to getting things done as they solve.
