How to enable or disable asserions at run time when we are working on server side technologies like servlets, jsp.

Enable assertions is a command line argument that needs to be configured in your server. Every server does this differently. A quick search found a thread showing this for Tomcat. What server are you using? You'll more likely get a relevant answer with that information.
