Does anyone know to what path "<JAVAPACKAGES>" refers in Microsoft Visual J++? I have created some projects using J++, and I need to run them on a computer that doesn't have J++, and I keep getting NoClassDefFoundError messages when I try to execute the class files.

J++ is not Java. It has MicroSoft developed classes embedded in it. You would need to identify where those are kept and make them available on the target machine. Of course you might be breaking some lisencing agreements when you do this  .
