Where are the files for the com.ms.security.permissions.*; and
com.ms.security.*; ? I have a signed Applet and installed the Microsoft SDK for Java 4.0. Now, I have to import this packages, but my compiler can't find them.

You have to run clspack and then they'll be in %windir%\java\classes\classes.zip.
