Is this assignment intended to be completed with only 2 loops, one nested in the other? Or perhaps I should ask if this is even possible with only one loop nested in another.
If so, I am having trouble getting this one, any pointers in the right direction would be much appreciated.

It is possible. However, many students use a third loop.
