If I wanted to write a locale specific Java program to run in India, which language would I pick... Hindi?

Spot false dilemmas now, ask me how!

People in Northen India (Hindi Speaking)
and western state of Maharashtra (Marathi speaking) can read Devnagri Script
( j2se locale id hi_IN ).

That makes up 50% of Indian population.
So Hindi locale is the right option.
(Only problem is hi_IN locale is not supported for Linux Encoding and AWT peer components).

For 4 southern states (the most computer literate), English (en_IN) should be the choice.

It really depends on your target audience. Hindi and UK English should cover most people. Actually, IMO, UK English should cover most computer users, but I might be wrong there. Depending on your target audience, you might want to use a local language
