If I wanted to write a locale specific Java program to run in India, which language would I pick... Hindi?

Eliminate fossil fuel subsidies. (If you're not on the edge, you're taking up too much room.)

People in Northen India (Hindi Speaking) and western state of Maharashtra (Marathi speaking) can read Devnagri Script ( j2se locale id hi_IN ). That makes up 50% of Indian population. So Hindi locale is the right option. (Only problem is hi_IN locale is not supported for Linux Encoding and AWT peer components). For 4 southern states (the most computer literate), English (en_IN) should be the choice.

It really depends on your target audience. Hindi and UK English should cover most people. Actually, IMO, UK English should cover most computer users, but I might be wrong there. Depending on your target audience, you might want to use a local language
