I have a need to Develop a Software as a Java Application

i am OK with Java Applications and have learned a lot, but do not have hands of experience hence need guidance on the tools to be used during the application development phase

I have to take all free stuff as i can't get into commercial matter presently due to time constrain, yes after deployment i can ask for but not in start

Let my have you go through the project contents :

Database of 2 GB
10 engineers on field to fill the data in First Stage through intranet
5 Engineers to fill data in Second Stage through intranet
200 users access data to fetch reports in excel format, access format, graphs (Microsoft Applications)
Data filled by field engineers are to be represented in forms and to be stored in database on server
Manipulation of data in SQL/MYSQL
Authentication of data during entry
Server to be on a desktop
Each users have different roles hence need to give different rights for report generation
21 high end users to manipulated any data set records
Now the data is to be filled through intranet

The guidance which i need from you is

Which server should i use (Open system i:e download and install)
Which scripts should i use (Open system i:e download and install)
Which Database manipulator / complier should i use (Open system i:e download and install)

Your Guidance will be extremely helpful

This could be subjective and you will get different answers from different people. Have you tried to do any research on various options? I think that would be a good thing to do and then ask for expert opinion about pros and cons on few of them
