Other than Winzip which does not ship with XP. Is there a good tool to view
jar files?

You should be able to look at JAR files in XP to begin with. It has built in support for ZIP files and I believe that extends to JAR files as well. Have you actually tried opening it in Windows XP using Open With... or some equivalent?
