I am looking for a CGM to JPG converter java library.
It is not very easy to find it.

I guess that with CGM you mean a file in the Computer Graphics Metafile format.
Some Google searching found this: A CGM Viewer Applet and this, which you can use to draw CGM files into draw CGM files in your own application, and saving them as a JPG shouldn't be very hard if you can do that.
