The quote seems like a long run-on sentence, that throws in big words for effect. In fact, I am not even sure if it was originally in English.

Googling for "Java operations research" produces many pages of relevant hits. I'd say the basic thesis of the quote -- that Java isn't used for operations research (which AFAIK is a pretty much just a fancy word for "optimzation") is bogus.

Pretty dramatic, though; the author ought to think about a career writing romance novels.
