SCJP Pass rate???

I recently read on this site that a 12 year old girl passed the programmers exam and achieved 72%.
I'm new to this certification business but was led to believe that the exam is multiple choice question and ALL the correct answers need to be chosen!
Is this the case or is there a pass/fail point below 100%???

Passing score for the exam is 61% of 59 questions. see http://suned.sun.com/US/certification/java/certification_details.html#programmer
On the multiple choice questions, you must select all of the correct answers to get a point for that question. The number or items you need to choose will be stated in the question. This is probably what was meant by having to get 100% correct.
