I need help! This is really basic, but I can't get Java to run at all. I am on Windows, using EditPlus as my editor, and have downloaded JDK 1.3 and installed it. How do I compile and then run even a "hello world" program?

have you set your path or classpath variables? Have you read about the usage of javac and the java commands at the command console?
A little more description of you circumstances like what you have done so far would be quite timesaving...
