I believe that the intention is that you should BUY the book. If Ivor Horton or his publisher intended to make the questions available for free, then they would publishe them on the web.
If they do not choose to do so - copying them and sending them is an infringement of the copyright laws.
There are plenty of things to practice on for free without resorting to lowering our ethics.
