newbie,....wondering if Java provides a process, or a step in the process, of converting wav, or say voice, to IP pacckets.

Well, crudely, yes, What you're describing is really trivial, at a basic level. Open the file, read the binary data, open a socket, spit the binary data through it. A dozen lines of code.
But in reality, you probably want to do something a little fancier. Have a look at the Java Media Framework extensions.
