installing a java program

If i want my application to run on all PC's, then JRE and my application files should be installed on that PC, so is there any program that allow me to pack my application and install it on any PC? i mean can the user of my program install my program with only double-klick on a setup file? How can i do that?
Note: (I'm not talking about a Simple Batch File).
