When saving sysdate to the database in this case oracle

when I get the date a recorde was created say..

> select to_char(create_dt, 'YYYYMMDD:HH24:MI:SS')

Does the Java API give me a way to compare the format from oracle with out haveing to re-invent the wheel?

you can use java.text.SimpleDateFormat class. refer to docs.
