Sun App Server required for J2EE?

I wish to install the J2EE SDK for JSP development on a Tomcat 5.0 App Server. The SUN J2EE download site only provides J2EE SDK bundled with the Sun App Server. I don't want to use their App Server. Can I get the J2EE SDK w/o Sun's App Server, or is this App Server required for J2EE development, even though I'll be running under Tomcat 5.0 App Server?
