can a website admin block a user?

Can a web admin of a website get the IP of a certain user and block him from visiting the website?

Yes, he most certainly can. Depending on how the website is written the difficulty in doing so varies. There may be functions that record the IP of each user, and there may be functions to block certain IPs, or you may have to go hunting through the web server logs and add a block to the web server configs

Blocking an IP address may not help. If the person in question is logged on via an ISP, their IP address is dynamically assigned when they log in, so they will have a different IP address everytime they try to access your site.

Claire is this question auto-biographical? I surfed your bulletin board and it looks dead. The java ranch is a website run by volunteers and they don't have the time to start deleting all your blatant advertising posts. But they are stubborn enough to do it.

If we are talking about UBB, every post has the IP address logged. Any admin can check them
In general, all web servers allow you to specify an IP address to block. You can find who has been visting by looking at your logs.
