Web Services Developer Pack - Licensing

Where do I get a distributable implementation of the "Java Web Services Developer Pack" APIs for commercial use. I want to use JAXB, but I need a distributable jar.

Please don't tell me I need to implement the JCP myself or pay lots of $. If that's the case then I will just make my own spec for mapping xml. Its not like it is rocket science.

Thank You,
