Welcome to JavaRanch!
Ummm... Not sure why this would have you stumped. Do you not know how many zeroes are in a billion (assuming you're using the same definition of "billion" as the questioner?) You mention that it's a long literal, and the only even vaguely tricky part -- gotta remember that 'L' at the end.
