How do u submit a white paper?

hi, i am new javaranch. However, i am silent reader, I have been reading various posts in varipus forum.so finally i thought i shd post my question in this forum. Can anybody tell me , "What does it mean by white paper?" why is it not called "technical paper"? why this specific term is used? How can someone submit a white paper? suppose, i study a certain technology and want to publisha paper , what procedure i shd follow? any help would be appreciated.

Hi Ken, Companies generally accept white papers in the following formats: Microsoft Word, text, screen-resolution PDF and basic HTML 4.0 (without javascript or cascading style sheets). There isn't a formal definition of "white paper" but here's a plausible one from whatis.com. What is a white paper Be sure to check out the link on it on how to write a white paper.
