Here are a few clues:
1. The date in the lower right corner. 2. The woman in the background wearing fur hat (looks like sable). 3. The Mercedes that is at least 30 years old.

2 more clues:
1) The license plate style (seems european, is not american for sure) 2) The formatting of the date various for different parts of the world. The formatting is like that used in US, I don't know what other countries use that date format.

I found it on a Russian humor site. They sometimes put there pictures, taken God knows where, but this does look like Russia to me. Parking space is precious, you know.
