Is there any UDDI version 3 available in open source?
I looked into JUDDI and UDDI4J and none of them looks to have UDDI v3.

Maybe UDDI is replaced with another standard?

No, it's just that UDDI as a standard never really took off the way some people expected it to. That has led to diminished interest in the community to implement it.
