Threading across clusters

Greetings,

Let me brief about my problem,

I have a application which picks files from a FTP-zone every 1 mins,

When this application is deployed in a clustered environment, I need to ensure that when one JVM is picking the file the other should keep quite.

I would like to know if there is any free-ware utilities or patterns available to solve this problem.

We do have a back-end ( Oracle DB) which shared between the two application servers. ( ie DB is one - where has we have two application servers.)
