what are your parameters? There are tons of third party software options that will generate .pdf files. you could google for some of those.

For convert excel to pdf,
you can check jxcell,a java spreadsheet component which can do most excel functions.

or itext are the two methods I'd suggest looking at

First play with excel and then convert it to pdf
by writing servlet/Jsp.

People posted a lot in Jsp section regarding 'how to create pdf'.

FOP will not help you, though - it works with XML and XSL-FO, not Excel files.
