I'm working on my old version of SCEA and its deadline is Dec 31, after that it will expire.
My quesiton is how long after assignment submission I can give part 3?

There is no restriction as such, other than your 31st dec deadline.
most people give it asap, few of them gave it before their p3 submission, as they had some issues uploading, i gave 2 days after my submission.
