Can anybody tell me as to why we need Java Web Service Developer Pack? Is it not possible to create java web services without JWSDP?

First of all, you can read about the JWSDP 2 here:
http://java.sun.com/webservices/downloads/previous/webservicespack.jsp

You can also read about Sun's intention of replacing JWSDP with project GlassFish here:
http://java.sun.com/webservices/downloads/previous/gf-transition.jsp

However, if you want to pass the SCDJWS 1.4 exam, you should not use neither JWSDP 2 nor GlassFish, since they are too new.
If you are aiming for the new version of the exam or just want to develop Java web services, I'd say you do not need JWSDP. NetBeans and GlassFish will be sufficient, I believe.
Good luck!

For the old SCDJWS exam JWSDP 1.6 is the right version. You can find a link to it somewhere in the FAQ.
