For Tomcat Web apps is it best to get Eclipse IDE for Java EE Developers? There seems to be several choices of IDEs in Eclipse and I would like to know which is the best for building JSP/Servlets working with JDBC and JavaBeans using MVC pattern.

Right, if you're going to develop JSPs/Servlets then download the JEE bundle.

If your intention is making web applications with Java, then the "Eclipse IDE fot Java EE developers" is the best choice - it contains everything that you need. However, if you've already downloaded and installed another Eclipse package, then you can install the WTP (Web Tools Platform) and Java EE tools afterwards with the Eclipse Update Manager (Help / Software Updates).
