My application UI as usual is designed in HTML code , i am designing the css, html files (jsp) it tiresome and consumes lot of time as i am doing it manually, i would like to know wether there is a html pages design tool so that i can drag and drop the html elements needed and construct the page ... example can be adobe flex but i want to know wether there is some other tool even...

Dreamweaver is a common one. There are lots of others though. A quick search brought up a bunch of them.

The problem with WYSIWYG editors is the markup is normally bad.
