Does anyone know of a free resource online that has all US city state and zipcodes in some sort of downloadable format like XML or CSV or something? Everything I find wants money for it, which I can do as a last resort. Thought I'd cover all the bases first.

Have you checked the USPS website? They have a free web tool and also a address verifier with monthly updates (looks like $50 a year).

The US Census Bureau has that data available online.

Take a look at the "Places" file.
