i want to implement internationalization for javascript alert messages.

That's not really a question, it's more like a statement.

There are a lot of ways to handle this, most of which aren't really Struts-related. The easiest is to embed your JavaScript in a JSP page, for example in Struts 2, in a JSP page:

<script>
  var aMsg = '<s:text name="main.title"/>';
</script>
