I want my
page to auto refresh at specific intervals and I am using the http-meta tag for this. But this fires action again.
Please tell me how to avoid firing of form action on auto refresh?

That what refreshing the page does--it re-requests the page. What would a refresh that doesn't actually refresh be for?
If you're asking about how to set up a timer-based Ajax refresh to, say, refresh a single page section, then unless you're using the
2 AJAX tags, this isn't a Struts question.
If you're using the S2 AJAX tags then things like the <s
iv.../> tag have this functionality trivially exposed, just read the tag documentation.
