I know who is a "Ranch Hand" (as me). But who is a "Rancher". What is the different between "Ranch Hand" and "Rancher"?

And tell me how to be a "Rancher".

This member is a "Rancher".

See here. A "Rancher" is a ranch hand who has earned a little extra attention, for one reason or another: they're extra nice, or extra helpful, or something along those lines.

Why doesn't java ranch support 1-2 sticky posts containing guildelines or valuable information for a particular forum, so that it stays on top all the time.

Because the UBB software we're currently using doesn't support that. It'd be a good feature for whatever software will eventually replace UBB, though.
