Can anyone pleasehelp me how to setup tomcat in eclipse 3.1 SDK?

See the steps for the Sysdeo Tomcat plugin. They assume you have Tomcat installed. If not, you will need to do that first.

Eclipse Java EE version ships with WTP -Web Tools Platform- which already comes with a Tomcat plugin. Just open the Servers view and choose New - New Server Configuration. The wizard which you should get is fairly straightforward.
 
Consider Paul's rocket mass heater.
