I am using Flex since few months. We are using Cairngorm architecture and IDE as eclipse with Flex Builder 3. I found the development speed very slow. Projects takes few minutes to compile inspite of having 2GB RAM.

Can anyone give me any pointers where I can take decision which one is better: Flex or JSF?

We're on the way to Flex and our first add-ons to the JSF stack are very promising. We don't have any development problems regarding speed of deployment. You may rething the using of Cairngorm architecture.

Use JSF where the use of the Flash Player 9 is a problem. Else its a good time to even try a pure Flex client implementation, with a Spring backend, of course ;-).
