weird encoding problem

hello . i am facing a weird problem , any help would be great



I enter some characters in a form in the above page in turkish
when i submit the form
"ğ" it becomes "ð"
"ı" it becomes "ý"
goes on for turkish characters like this

the interesting part is when i change the code from



to


the same code works perfectly.
This is the only change i have made on the code.
I am confused , anyone has any ideas ?
