I think the main difference is approach -- gmail is built from scratch using Ajax in mind and that too optimized with cookies etc. To refactor existing code of Hotmail to use asynch requests is not going to be as eficient and good as gmail which is built from scratch with smarter approach. I think Microsft also has smart coders to do amazing things....but changing architecture of an existing system based on some other ready product is never an easy task.
